My name is Laura, AI Policy and Governance Program Manager at Meta. I lead Open Loop, a global program supported by Meta, that connects policymakers and technology companies to help develop effective and evidence-based policies around AI and other emerging technologies.
Open Loop builds on the collaboration and contributions of a consortium composed of regulators, governments, technology businesses, academics and civil society representatives. Through experimental governance methods, Open Loop members co-create policy prototypes and test new and different approaches to laws and regulations before they are enacted, improving the quality of rule-making processes in the field of technology policy. Together with my team, currently I am driving the implementation of the Open Loop programs in India (on human centred AI and stakeholder engagement), and in Brazil & Uruguay (on Privacy Enhancing Technologies, AI and the metaverse).
I am also part of Meta’s delegation as expert to the Council of Europe’s Committee on Artificial Intelligence and to the OECD’s Working Party on Artificial Intelligence.
Before joining Meta, I worked at the OECD in Paris as AI Policy Analyst, Economist for three years where I worked closely with governments overseeing the implementation of their national AI strategies. I am a lawyer by training (J.S.M. Stanford, LL.B Universidad de Los Andes) with a background in Business, Policy and Economics (Ignite, Stanford Business School, Georgetown and American University – WCL).
If you are interested in learning more about policy experimentation, tech policy, systems design, or want to suggest a speaking opportunity, I’d love to hear from you and your work, and explore how we can work together!
I’m based in Berlin.
